A think-piece for the EUWI Finance Working GroupThe aim of this document is to stimulate discussion among water policy-makers and water managers in developing countries, as well as water officials in development cooperation agencies, about the options for water pricing to contribute more substantively to the sustainable financing of water resource management functions.

National Policy Dialogues (NPDs) on integrated water resources management and water supply and sanitation are the main operational instrument of the European Union Water Initiative (EUWI) Component for Eastern Europe, the Caucasus and Central Asia (EECCA).

The EU Water Initiative – Finance Working Group (EUWI-FWG) and the Global Water Partnership (GWP) have been instrumental in influencing this change through knowledge generation with a broad range of partners and by clearly articulating the message that finance and good water governance are inextricably linked. Moreover, the need for water resources management and water services to be an integral part of national development plans has been highlighted in order to access government and donor finance.

The eighth Steering Committee and a Stakeholders meetings were organised by the Department of Water Management and Melioration of the Ministry of Agriculture and Melioration of Kyrgyzstan in cooperation with UNECE and OECD in the framework of the EUWI NPD. These were the first meetings chaired by the new NPD Chair – the Deputy Director of the Department of Water Management and Melioration of the Ministry of Agriculture and Melioration Mr. Abdybai Dzhailoobaev.

Mr. Kurbangeldy BALLYEV, Representative of Turkmenistan, and Member of the Executive Committee of the International Fund for Saving the Aral Sea, spoke about the progress of work of the national Expert Working Group which aims to analyse national water legislation and prepare a proposal to the Government of Turkmenistan for accession to the UNECE Convention on Protection and Use of Transboundary Watercourses and International Lakes.

Mr. Sulton RAHIMOV, the First Deputy Minister, Ministry of Melioration and Water Resources, informed that NPDs made it possible to create a general framework of the water sector reformation programme in Tajikistan, i.e. in IWRM. It also provided for closer cooperation between different water authorities in Tajikistan and establishing of the mechanism of such cooperation. Mr. Rahimov also commented on transboundary water cooperation between Tajikistan and neighbouring countries.

In Kyrgyz Republic, according to Mr. Chyngyzbek UZAKBAEV, Deputy Head, Water and Melioration State Committee, the disunity existing at the time of NPDs' initiation between national water authorities was an obstacle for water resources management. The EUWI NPD programme helped to identify existing in water sector problems, i.e. water-related health issues, implementation of IWRM, monitoring and protection of water resources, etc. The NPD programme gave an opportunity to discuss these problems among water sector authorities. On 4 July 2012 after the EUWI Eastern Europe, Caucasus and Central Asia Sixteenth Working Group meeting Ms. Iulia Trombitcaia, Environmental Affairs Officer at UNECE, told Mr. Artem Paschenko, UN Radio, how the European Union Water Initiative National Policy Dialogues help in implementation of water policy in Azerbaijan, Kazakhstan and Tajikistan.
